As of this update, the HD Collection’s availability in other territories and on other platforms has not changed from the original delisting information that follows.

Delisting

The Games on Demand version of Dragon Ball Z Budokai HD Collection was delisted from Xbox 360 in September of 2018 according to reporting by TrueAchievements.com. It joins nearly every other downloadable Dragon Ball Z title on the platform in being delisted. Like the rest, Budokai HD Collection was likely delisted due to expired licensing specific to this release. The collection remains available on physical media.
