Naruto Shippuden: Ultimate Ninja Storm Revolution was delisted from the Xbox 360 in North America in August of 2018 according to reporting by TrueAchievements.com. It was likely delisted around this same time on PlayStation 3 in North America. The game remained available on Xbox 360 in Europe and Australia until it was delisted between January and February 2022.
This and other older Naruto titles were likely delisted due to expired licensing and to encourage purchases of newer releases and bundles on PlayStation 4 and Xbox One. Naruto Shippuden: Ultimate Ninja Storm Revolution remains available to download on Steam and on PlayStation 3 in Europe and Australia. The game is also available on physical media in every region it was released in.
